Proposed event qualification in accordance with ICAO and GAPPRI
The user can employ this algorithm to determine whether an event at a controlled airport qualifies as a runway incursion. The algorithm is based on the International Civil Aviation Organization (ICAO) definition of a runway incursion, introduced in November 2004, and the guidance provided in Appendix G of the Global Action Plan for the Prevention of Runway Incursions (GAPPRI), published in 2024. The algorithm generates a certificate of proposed event qualification, which is also based on specific information and criteria provided by the user. This suggested event qualification should be reviewed and interpreted within the user’s local context. If more than two traffic was involved in an event, the RICA tool should be used to conduct a pairwise assessment for all the participants.
