      <title>SKYbrary Content Development Project</title>

        With ever-changing information in Europe’s aviation and air traffic control industry and stakeholders across nearly 40 countries,
        a single point of reference was needed. EUROCONTROL, the European Organisation for the Safety of Air Navigation, selected CIS
        for "SKYbrary Content Development Support" Project. SKYbrary is an initiative of EUROCONTROL, ICAO, and The Flight Safety Foundation aimed to collect and consolidate the safety knowledge elements developing a comprehensive source of aviation safety information and making it available to users worldwide.
        SKYbrary is aimed to become a single point of reference for aviation safety knowledge and to provide the technical means for exchange of users’ opinions on the various aspects of aviation safety by dedicated discussion functionalities.
        The SKYbrary knowledge base is a dynamic product and will require continuous and active support by all moderators and experts who are contributing to and maintaining SKYbrary portal.

      <title>ES2 WP1-11 Workshop Brussels</title>
      <description>
        On 15-16 March 2011, CIS team participated in the ES2 WP1-11 Workshop which took place at the EUROCONTROL Headquarters in Brussels, Belgium.
        CIS team presented the results of "SMS cost model validation and link to safety maturity" project including software tool called ABC Tool.
        CIS presentation included SMS cost validation results (1 large ANSP, 2 midium ANSPs and 1 small ANSP), several versions of Safety Maturity tasks and Administration Burden Cost estimation Tool (ABC Tool).
        The presentation of CIS was very well accepted from the workshop participants.

      <title>SKYbrary - Semantic Metadata Article Codification</title>

        Main priority of EUROCONTROL is to support the enhancement of Air Traffic Management safety at a Pan-European scale. As part of its mission, the responsible safety unit is initiating Europe-wide safety improvement initiatives based on the risk-derived priorities involving the whole aviation community.
        SKYbrary is an initiative of EUROCONTROL, ICAO, and The Flight Safety Foundation aimed to collect and consolidate the safety knowledge elements developing a comprehensive source of aviation safety information and making it available to users worldwide.
        Aviation safety is considered highest priority in aviation and should take precedence over commercial, operational, environmental or social pressures, constraints and considerations.
        The general objective of this project is to ensure the integration of safety information made available by ICAO and to update current SKYbrary content to make use of the newly integrated semantic features for the benefit of the users.
        The recent enhancement of SKYbrary technical platform with semantic media-wiki provides the ability to capture or identify information about the data within pages, and the relationships between pages, in ways that can be easily queried by users or exported like a database. This software enhancement provides for ease of navigation through the wealth of information accumulated in the knowledgebase, selection and retrieval of the desired information by users who do not have experience with more sophisticated search mechanisms and algorithms.

      <title>Safety Culture Surveys and Implementation Support</title>
      <description>
        With the demand on the European Air Traffic Network forecast to double by 2020, it is imperative that risks are reduced, and improved integrity and the safety of the network is maintained. These pressures, coupled with those associated with the current global financial difficulties, point to the importance of having a strong Safety Culture foundation.  ANSPs are under constant pressure to reduce costs but increase efficiency without compromising safety.  The EUROCONTROL Safety Improvement programmes are integral to ensuring this.
        A key element of EUROCONTROL’s Safety Improvement activity is the Safety Culture Surveys that are being undertaken within Air Navigation Service Providers across Europe.  The approach used for these surveys was initially developed in 2004 and a number of ANSPs have undergone a Safety Culture Survey within their organisation, two of which have completed a second survey, with results indicated a marked improvement in some safety culture elements.  The approach involves both qualitative and quantitative data gathering and analysis.
        EUROCONTROL, along with CANSO and the FAA, have determined the strategic importance of Safety Culture as a basis for sustainable safety in ATM.  This was further validated during a meeting in December 2008 between CEOs of ANSPs across Europe, where participants agreed to hold a Safety Culture Survey within their organisation by the end of 2013.  This programme of work is now well under way.
        Safety culture is recognised as a key predictor of safety performance in a number of industries (including nuclear, chemical, and offshore and rail).   The culture within the organisation has an implicit and strong effect on the behaviour of employees.  Employee awareness, understanding and motivation, as well as their attitudes, perceptions and beliefs, all influence this culture - something that is often taken for granted by those working within an organisation.
        CIS is proud to announce that will provide expert support to EUROCONTROL during the ESP+ Safety Culture Surveys and will provide Implementation Support, with people who have a background in undertaking ATM Safety Culture Surveys and who have experience of supporting organisations.

      <title>SMS cost model validation and link to safety maturity</title>
      <description>
      On 2 June 2010, EUROCONTROL chose CIS as main executant of "SMS cost model validation and link to safety maturity" project. 
      The new project is a natural continuation of SMS Cost Model project which was accepted very well from aviation community in 2008/2009.
      The present project is a part of the ESP+ (The European Safety Programme) programme which focuses on priority safety-improvement actions agreed with and implemented by stakeholders in a central and coordinated manner. 
      It is designed to ensure that Air Traffic Management (ATM) safety is safeguarded throughout the period of major development and change currently under way.
      Any future development of ATM is now to be considered from a performance-based viewpoint. Developments in the Single European Sky area impose certain safety aspects as an integral part of the performance approach.  
      Within this approach, comprehensive measurement systems, as an element of the quantitative safety assessment, are essential for adequate feedback, report progress and support for decision-making in the area of safety.

      <title>SKYbrary Development Team Meeting, Brussels 02 February 2010</title>
      <description>
       On 2 Feb. 2010, CIS participated in the 5th biannual SKYbrary Team Meeting which took place at the EUROCONTROL Headquarters in Brussels, Belgium. Some of the objectives of the meeting were to review progress against previously agreed development objectives and to agree on content development priorities for the next one year rolling period. During the meeting agreement on various possible solutions and measures in response to identified issues was reached and further promotion initiatives were identified.
       A number of the achievements were accomplished during the previous year, more importantly the overall site’s content has grown and improved. In addition many categories which were in development phase reached their critical mass. The number of registered SKYbrary users doubled over the last year, as well as the number of unique visitors per day which is illustrative for the successful development and maturity of the SKYbrary.
       Some of the new objectives for the Team are to respond to the common initiative of ICAO and EUROCONTROL on the provision of contextual and safety assurance information for changes to SARPS and PANS using the SKYbrary platform.
       The strategic content development priority was established to comprise commercial flight operations (including ATM) with possible extension to other areas, such as general aviation and helicopter operations.
       The SKYbrary Development Team has grown substantially. Renowned aviation professionals (such as the Chief Executive at UK Flight Safety Committee and numerous EUROCONTROL experts ) joined the Team and new strategic partnership with the International Federation of Airworthiness (IFA) was established.

      <title>SASI CEOs' Meeting, Paris 29-30 October 2009</title>
      <description>
       CIS General Manager participated in the SASI CEOs' meeting 5-09 held in ICAO European and North Atlantic (EUR/NAT) Office in Paris, France.
       The SASI Project (Support for ANSPs for Safety Management Systems Implementation) was set up in 2004 to help ANPSs define and implement Safety Management Systems compliant with ESARRs and SES related Legislation.
       During 2009 it was noted with great satisfaction that many of the SASI States now have reached and passed the SASI objective of 70% maturity.
       Focussing on how to enhance the implementation of SMS, the elements of the SMS improvements mentioned below were considered as essential:
       Governance Principle of Management Systems, Safety KPIs, Cost of SMS.

      <title>SKYbrary Development Team Meeting, London </title>

        On 1 July 2009, CIS participated in the 4th SKYbrary Development Team meeting which took place in Royal Air Force Club in London. During the meeting a review of achievements of the SKYbrary project was made and strategic objectives for the next two years were set. 
        A representative of CIS presented a progress report on identified issues and suggested improvement solutions to the discussion forum related to SKYbrary. As result different methods for receiving improved feedback from Users ware acknowledged. During course of the meeting content development priorities for the period of 2009 – 2010 together with augmentation of existing design and new technical objectives were decided and agreed upon.

The main working and consultation body managing the initiatives is the EUROCONTROL Safety Improvement Sub-Group (SISG). SISG safety improvement processes deliver end products that have safety knowledge elements within. 
        SKYbrary is an initiative of EUROCONTROL, ICAO, and The Flight Safety Foundation aimed to collect and consolidate the safety knowledge elements developing a comprehensive source of aviation safety information and making it available to users worldwide. 
        SKYbrary is aimed to become a single point of reference for aviation safety knowledge and to provide the technical means for exchange of users’ opinions on the various aspects of aviation safety by dedicated discussion functionalities. The SKYbrary knowledge base is a dynamic product and will require continuous and active support by all moderators and experts who are contributing to and maintaining SKYbrary portal. 
        The Director General of Eurocontrol, David McMillan, shared his thoughts on SKYbrary at the meeting of Eurocontrol’s Provisional Council saying, “SKYbrary is an accurate, exciting, and well designed webpage, using modern technology to create a unique resource for the aviation community.”
